I found this line quite troubling. It is clear from the פסוקים that משה was talking to פרעה. Why would רב אשי say והכי קאמר משה לישראל??רב אשי אמר בפלגא אורתא דתליםר נגהי ארבסר הוה קאי והכי קאמר משה לישראל
Sure enough, I found a note in one of the more modern gemaras which references the ילקוט שמעוני פ' בא where the word לישראל indeed does not appear.
